The expression "a 1/4 farmer” stands for a farmer who had just one quarter of the usual property for a farmer and was supposed to pay only a quarter of the taxes (for example: a farmer had to pay 21 fl., a 1/2 farmer had to pay 10 fl., and a 1/4 farmer 5 fl. of taxes; those who owned less than 1/4 were considered a crofter or a smallholder.
