He served in a U.S. Army cavalry division during World War I5, then attended the University of Kansas in Lawrence, Douglas Co., Kansas, graduating in 1922.5
He joined the U.S. diplomatic service in 1925, serving as vice consul in Marseille, France, in 1926, and in Smyrna, Turkey, from 1927-1929. He also held posts in Tirana, Albania, and Bucharest, Romania.5
In 1937 he left the foreign service to take a position as a vice president of the upcoming New York World's Fair, scheduled to open in 1939, where he was responsible for coordination with foreign governments on the setup of their exhibits.5,3 In 1940 he went to Brazil as president of General Mills' operations in that country.5,3
He returned home at the start of U.S. involvement in World War II, and rejoined the Army in 1942. He reached the rank of brigadier general, was an executive officer with the U.S. Joint Chiefs of Staff, and served as a political adviser to Gen. Eisenhower.3,5 Near the end of the war, in 1945, he also served as the first assistant secretary of state for administration, appointed by President Roosevelt.2
After the war he took a position as vice president of Trans-World Airlines, then as president of TACA Airlines in El Salvador (now part of Avianca).5
Returning to the diplomatic corps in 1948, he served as counselor to U.S. Ambassador Lewis Douglas in London, and as consul general in Hong Kong from 1959-1961, then was appointed U.S. ambassador to Iran. After leaving that post in 1965 he served as a senior State Department consultant, led a joint State/Defense Department study group on the Mediterranean and Middle East, and served on the State Department's China Advisory Panel. He received several awards and commendations from the U.S. government, and from various foreign governments, for his efforts.7,5,2
In the early 1950s he and several others, including U.S. Rep. Joseph E. Casey and former Secretary of State Edward R. Stettinius, were investigated by the Senate, and charged with illegally buying surplus U.S. tankers on behalf of Aristotle Onassis after World War II, using dummy corporations and false financial statements. The charges were later found baseless, and the indictment against him was dropped.2
