He immigrated to New England in 1635, and initially settled in Boston, Massachusetts,1 where he was admitted to the church on 22 May 1636.1 His occupation was then listed as ship carpenter.1 He was admitted as a freeman in Boston on 25 May 1636.1
By 28 April 1639 he had moved to Newport, Rhode Island, when he was listed there as one of the town's founders.1 On 5 June 1639 he was part of a committee charged with granting lands in Newport.1 He became a freeman there on 2 September 1639.1
He moved again, to Portsmouth, Rhode Island, perhaps about 16441, as on 20 June of that year he sold parcels of upland and marsh in Newport to Henry Bull.1 In any case he was clearly in Portsmouth by 2 February 1651/52, when he was serving there on a committee to grant lands.1 On 3 November 1658 he was chosen for a petit jury, but apparently elected not to serve, for which he was fined 5s.1
On 30 January 1658/59 he gave his daughter Hannah 34 acres of land in Portsmouth, as part of her dowry on the occasion of her marriage to Stephen Wilcox.1
On 10 December 1666 he sold 30 acres of land in Portsmouth, Rhode Island, to Thomas Shreife, in exchange for "a quarter share of [land] and appurtenances at Mishcamacuk" and £20, and with the provision that the land remain in his (Thomas Hazard's) possession during his lifetime.1
He made a total of three wills during his lifetime. According to a statement he made on 6 August 1677, the first was about 1647 ("about thirty years past"), and left all his land to his son Robert and his moveables to his other children.1 His second will was dated 30 November 1669 and left bequests to his wife, children, and a grandchild, with his son Robert named as executor.1 The third will, which superseded the previous two, was dated 13 November 1676. In it he left all of his estate to his second wife Martha, who was named executrix. He also confirmed the terms of the 1666 sale of his land to Thomas Shreife, his wife Martha's first husband, which stated that the land was to remain in his (Thomas Hazard's) possession until his death, then (since Thomas Shreife had since died) go to "my beloved yoakfellow Martha Hassard now living." He effectively disinherited his children, leaving 1s to his son Robert and 1s each to his "loving" daughters Hannah and Martha.1 The statement he made on 6 August 1677 denied a claim to his estate by his son Robert, saying that he had "seen just cause to make null and void" his first two wills, and that he wished to "fully revoke & abolish the power of heirship and executorship in either of my said former wills given to my son Robert Hasard."1
In The Great Migration, Immigrants to New England, 1634-1635 Anderson notes that several genealogies say that this Thomas Hazard lived in Newton on Long Island from 1652 to 1656, but presents convincing evidence that they were actually two separate men.1

- [S3346] The Great Migration, Immigrants to New England, 1634-1635 indicates a birth date of about 1610 for Thomas Hazard, but notes that the only evidence for this is Austin's Genealogical Dictionary of Rhode Island, which, citing an unknown source, says he gave a deposition in 1674 in which he states his age as 64. The Great Migration also has a birth date for his daughter Elizabeth of "say 1630" and a marriage date of "by about 1650," but notes that these dates are "based on very crude approximations." Elizabeth's daughter Mary Lawton married John Babcock, and their first child James was said to be the first white male born at Misquamicut, indicating a birth year of about 1663. Working backwards, this makes the marriage and birth dates of 1650 and 1630 for Mary's mother Elizabeth Hazard unlikely, which in turn makes the birth date of 1610 for Elizabeth's father Thomas Hazard unikely. A birth year of 1600 for Thomas is a better fit for the (admittedly somewhat weak) evidence for James Babcock's birth in 1663. It would imply that Thomas Hazard may have married say 1620, that his daughter Elizabeth Hazard was born say 1622 and married say 1642, and that Elizabeth's daughter Mary Lawton was born say 1644 and married say 1662. A birth date of 1600 for Thomas Hazard also fits the other information presented in The Great Migration for Thomas and his family.

On 12 October 1649 he sold a house and land in Portsmouth, Rhode Island, to Robert Cowland.1
About 1677, while his father Thomas was still living, he apparently made a claim to a portion of his father's estate, perhaps prompted by the terms of his father's third will, made on 13 November 1676. In his father's first will, made about 1647, Robert was left all of his father's lands, and in the second will, made on 30 November 1669, he was left a legacy and named executor of his father's estate. The third will, however, left everything to Robert's stepmother Martha. On 6 August 1677 his father made a statement denying the claim, saying that he had "seen just cause to make null and void" his first two wills, and that he wished to "fully revoke & abolish the power of heirship and executorship in either of my said former wills given to my son Robert Hasard."1
