Thomas Ewer was baptized on 10 March 1592/93 in Strood, Kent, England.1 He married first Bridget Hipsley on 13 September 1614 in Strood, Kent, England.1 He married second Sarah Learned, daughter of William Learned and Goodith Gilman, on 13 January 1623/24 at St. Mary Magdalene in Bermondsey, Surrey, England.1,2 He died between 5 June 1638 and 20 August 1638.1
He was a tailor in co. Kent, England.1 He and his wife Sarah immigrated to America in 1635 with their two youngest children Elizabeth and Thomas on the ship James, settling in Charlestown, Massachusetts. "At least two" older children, including Henry and Sarah, came later with their grandfather Robert Linnell.1,3 Thomas was admitted to the church in Charlestown on 8 January 1635/361 and became a freeman on 3 March 1635/36.1
On 17 February 1637/38 he was listed as highway surveyor, and as part of a committee to assign pasture rights to the common land. He also served on a committee to determine the boundaries between the town of Charlestown and John Winthrop's farm on 1 May 1637. He was listed as constable on 3 February 1637/38.1
On 3 August 1637 Gov. John Winthrop wrote that Thomas Ewer was accused by a man named Brooks of treasonous speech against the King about a year previously, saying that he would resist any authority sent by the King "against our patent." However, testimony in court, including that of Brooks's wife, didn't support the charge, saying that he didn't mention the King specifically, but instead referred only to any authority from England. The governor declared that Ewer's statements were justifiable by English law, and the charges were dropped.1
On 5 June 1638 he was fined 40s for "leaving his pit or well open, in which a child was drowned." The fine was reduced to 10s on 6 September 1638 as part of a general amnesty.1
In a list of landowners compiled on 23 April 1638 for Mystic, Massachusetts, he owned tracts of 25, 60, and 5 acres.1
On 31 October 1638 Gov. John Winthrop granted a power of attorney to Anthony Dyaper in London to pay debts of £40 and £8 owed by "Thomas Ewer late of Charles Town," with the remainder to be returned to the court for distribution to his heirs.1 His widow Sarah was named executrix of his estate on 4 December 1638.1

In May 1649 the state set up a local court in New London, and named Samuel Lothrop, John Winthrop, and Thomas Minor as judges for all trials involving differences of under 40s. In 1650 he and 15 others were members of a committee assigned to establish a mill for grinding corn.1

He moved to Norwich, New London Co., Connecticut, in 1668. After the first 38 proprieters, he and John Elderkin were the next settlers. Elderkin was granted the first house lot, but conveyed it to Lothrop because it was too far from his business.1 Sometime before 1670 he (Lothrop) built a house in Norwich on a lot of about 7 acres located on the town street. He later added land totaling about 400 acres.1 He served as Constable in Norwich in 1673 and 1682, and as Townsman in 1685.1
